Connecting the Unconnected

| These are among the few local government agencies that we could align. Not necessarily everything in its capacity, but only a portion of their potential. |

| We only need one dumpsite and start a new industry for the locality. Along the way through the process, is environmental institutionalism into our school system. For the province of Southern Leyte, we have more or less 400 government schools but we could start achieving the above goal with just 150 - 200 schools. |

| They are the main actor of Investment Scheme (c) although sustainability can never be scaled up. It can, when we introduce a little of business in the form of livelihood. |

| They already have tested and proven the concept. |

| They are already a duly certified association accredited by both the city and the provincial government. |

| They have the abundant human resource and above all, they are sitting on a rich mineral resources that could create livelihood for them as well as for other communities. Compost as a mineral resource is beneficial to increase food production and it could also mean bridging the gap to empower environmental education. |
